Are you concerned about the new changes being proposed for the Semiahmoo Mall area? How about the number of condos, and/or the ever increasing traffic in our area? Do you have other concerns such as building heights, affordable housing, climate change, lack of capacity in our schools and Peace Arch Hospital? Then you should express your concerns at the Public Information Meeting (PIM).
This PIM is hosted by Aplin Martin Consultants who represent the owners, First Capital, however there will be some City of Surrey staff present should you wish to ask them questions. The specific development area is on Martin Drive, from 152 Street, past the gas station to across from Southwynd. It contains 3 tall buildings of 12, 20 and 20 storeys and 1 shorter building of 6 storeys. There will be commercial on the ground floor with approximately 550 condo units above and a small future park. The November 30, 2023 issue of the Peace Arch News has an article on Page 3.
In addition to the afore-mentioned development, Aplin Martin is proposing a Master Plan for the whole site. This may be available at the PIM; the plan we have seen has no indoor mall but instead 10 tall buildings ranging from 12 to 36 storeys with commercial on the ground floor. The site plan is shown below.
We urge all residents to attend the PIM to provide your comments in person, however if you are unable to attend submit your comments to openhouse@aplinmartin.com with a copy to kbroersma@surrey.ca (If you wish, you could also provide us with a copy at semi.res.assoc@gmail.com)
This may be your only opportunity to provide input; the Provincial Government is proposing to eliminate public hearings if a development is in agreement with the Official Community Plan (which this one is, being part of the Semiahmoo Town Centre Plan, which Council passed without a public hearing but over our objections!).

Semiahmoo Shopping Centre Redevelopment: Phase One Introduction
The redevelopment of Semiahmoo Shopping Centre is a comprehensive masterplan which strives to fulfill and anchor the core aspirations of the Semiahmoo Town Centre Plan as it is evolving Stage 1 approved). The bulk of the much needed density of the plan is concentrated within the existing shopping centre property and the adjacent 152nd Street corridor.
Our team (Alpin Martin) has worked diligently with the City of Surrey for the past several years to refine our vision for the mall redevelopment within the City's objectives and surrounding community's needs. A vibrant centre to the neighborhood; delivering much needed housing, stores, community services and green space are at the core of our plan. Over the long range redevelopment of the site a large degree of public amenity and convenience will be in immediate walking distance to the local community. As intensified transit arrives (planned B-Line down 152nd Street) in South Surrey/White Rock, the Town Centre Plan will mesh with that of White Rocks to fulfill the needs of local and broader area residents.
Phase One
The first phase of the redevelopment, the subject of this Rezoning/Development Permit application, is determined by the ability to develop the north end of the site immediately.
Presently this underdeveloped area is generally unencumbered with existing long term leases. Later development phases will progress as leases come up. As the plan progresses the large site will slowly, but eventually be knitted into the surrounding street pattern. Connectivity to and through the site will be greatly improved, as well as streets of different character and function will emerge; a new east-west “High” Street (shopping street), smaller neighborhood streets with smaller local shops, and possibly a pedestrian lane.
Throughout the redevelopment the emphasis will be to eventually create a town centre to the Town Centre of Semiahmoo that will serve the residents, both existing and new.
Phase One is the beginning of the masterplan. These first three buildings fit into the latest
Semiahmoo Town Centre Plan; Stage 1; with higher buildings gravitating to the centre and east of the site, while lower forms stepping down to the existing residential neighborhoods to the west.
The low rise and tower forms will all have retail or mixed uses at their bases which will complement the existing uses they are adjacent to. The exception to a retail base being the residential townhouses at the base of Building 1 facing Martin Drive.
The proposed rezoning would allow for the construction of 3 mixed-use residential buildings with commercial uses on the ground floor, underground parking, ammenity spaces and a park site.
The site is identified as 15150 18 Ave, 1797 152 Street, and a portion of 1711 - 152 Street which is the same area as the previous proposal - the corner of 152 Street and 18 Ave, continuing west on Martin Drive.

Phase one is proposed to be 3 mixed use buildings: a 21 storey tower on the corner of 152 Street, continuing west on Martin Drive with 24 storeys, then a 12 storey building across from Southwynd with a six storey attached. The Development also proposes a small park area at the corner of Martin Drive and the road entrance to the Mall.
The original rezoning application was submitted in 2019. Two virtual public meetings were held in February 2021 by Alpin Martin, the developer's Agent. Shown below are the display boards from that meeting.
